According to the International Telecommunication Union report, the index measures countries' readiness for digital transformation through 117 indicators across nine main areas, including policy, infrastructure, governance, and human capacity development.
Saudi Arabia rose from fourth to first place globally, ahead of Finland and Germany with 93 points, the United Kingdom with 92, Norway with 91, and France with 90.
The progress was attributed to the development of digital regulatory policies that supported innovation and competition.
It also reflected coordinated government efforts involving the Ministry of Communications and the Digital Government Authority.
Other factors included data-driven decisions to improve government performance and measures to strengthen digital markets and support the smart economy under Vision 2030.
Communications Minister Abdullah Al-Swaha described the achievement as a culmination of the efforts of digital transformation and AI teams across all sectors. Digital Government Authority Governor Ahmed Al-Suwaiyan said the ranking reflected coordinated government work toward a thriving digital economy.
Saudi Arabia Tops the Global Digital Readiness Index 2025 with 94 Points
Saudi Arabia's Communications, Space and Technology Commission said the Kingdom ranked first globally in the ITU Digital Readiness 2025 index with 94 points in the very-high-readiness category, ahead of Finland, Germany, and the United Kingdom. The result reflects progress in its digital and regulatory infrastructure under Saudi Vision 2030.
